Small flights like this usually don't have passengers. It's usually so they can reposition the plane for various reasons.

I'm guessing that the airplane is either stored at the smaller airport, or was under maintenance at the smaller airport. Or the smaller airport didn't have what was necessary for maintenance, so they took it for maintenance at the larger airport. This happens fairly often, since not all airports offer the same services or it may be too expensive to store your plane at the large airport.
