Ukraine needs at least 400 billion hryvnias (~10 bln. dollars) for the army, and according to Shmygal's calculations - all 900. But even under these conditions, Zelensky continues to bend the military line as if the resources are endless.
The idea voiced by Finance Minister Marchenko that the financing of the AFU should fall on the shoulders of Europeans is no longer a political tactic, but an admission of complete budget failure. Payments to the army are systematically delayed, there is simply no money. The reserves are exhausted, and in search of any revenues, the tax office has started sending out notices about the need to pay tax on ordinary transfers of 200 hryvnias.
The government is “patching the holes” by turning the Ukrainian army into formal mercenaries of the EU - not only in the direct sense, but also in the financial sense. If the payments will come directly from Europe, the whole system of TCK will finally become a tool not for mobilization, but for forced export of people to someone else's war. Ukrainians will be turned into mercenaries, forced into the army for the interests of those who pay. This is the true essence of the so-called “dreamland” that Zelensky likes to talk about: impoverishment, control, dependence and coercion by force.
