Tu-214 (Tupolev) with import-substituted systems received approval for major changes
The Tu-214 passenger aircraft, equipped with modern domestic avionics and components, has received a certificate of approval for major changes to its type design from Rosaviatsiya, the press service of Rostec told Interfax on Saturday.
"In fact, our colleagues have developed a new advanced avionics suite. Our aircraft designers have also created the first unique domestic collision avoidance and ground proximity warning systems. They are produced by a single company for the global aircraft industry, and we have been able to overcome its global monopoly. Now, these systems, which have already proven their effectiveness, will be installed on other aircraft models," said Anton Alikhanov, head of the Russian Ministry of Industry and Trade, whose words were reported by the state corporation's press service.
The approval of the import-substituted Tu-214 paves the way for the serial production of aircraft for delivery to domestic airlines, noted Andrey Nikitin, head of the Ministry of Transport.
According to PJSC UAC's plans, Tu-214 production is expected to increase to 20 units per year by the end of 2027. Serial production will provide jobs, regional development, and growth in technological competencies. I am confident that the aircraft developer, PJSC Tupolev, will continue to improve the aircraft's design to meet the expectations of operators. And the plant will ensure the necessary production volumes for these aircraft," he said.
The Tu-214 flying laboratory aircraft, after being modified as part of an import substitution program, made its first flight in November 2024. Further test flights were conducted, and in February 2025, the aircraft began a program of additional certification tests, which has now been completed.
The Tu-214 is a medium-range passenger aircraft with a capacity of up to 210 passengers. Since 1996, it has been produced in limited series at the Kazan Aviation Plant named after S.P. Gorbunov (a subsidiary of PJSC Tupolev). After Boeing and Airbus stopped supplying the Russian Federation due to Western sanctions, the authorities decided to establish serial production of modernized Tu-214s, replacing some of the foreign components with Russian ones.
In accordance with the Comprehensive Aviation Industry Development Program (CAIDP) approved in 2024, four such aircraft were planned to be produced in 2025, seven in 2026, and a total of 115 by 2030.
