Who Sank the Titanic?: The Final Verdict

Over decades leading up to the sinking, the British Board of Trade had consistently refused to update regulations governing the number of boats to be carried on the vast new ocean liners of the day. The irony is that files now released within the British National Archives have revealed for the first time the name of the one man who bears much of the responsibility for the grossly inadequate number of boats on Titanic. He was a man who rejected suggestions that ships should carry ‘lifeboats for all’. He bullied and cajoled Board of Trade committees to keep lifeboat numbers below the numbers that safety required. That man was Thomas Ismay — Bruce Ismay’s father.

The 1888 Committee, chaired by Thomas Ismay, had been charged with deciding how many lifeboats the law should insist were carried on passenger ships. The Committee’s surviving records show how skilfully Ismay manipulated the decisions of an already biased body.

But Ismay went far further than simply steering discussions in the direction that he desired. He went on to falsify their records. Board of Trade file MT 9/320B, kept confidential for fifty years after the Titanic had sunk, reveals that the Committee Minutes were altered when civil servants submitted them to the Chairman. The original documents still clearly reveal that passages were crossed-out of the record when they failed to agree with Ismay’s views:

Perhaps the greatest scandal of the British Wreck Commissioner’s inquiry was its failure to place any substantial blame for the disaster on any executives, politicians or senior civil servants whose decisions, or inaction, over decades, had contributed to the tragedy. Instead the fiercest of its criticism was reserved for the hapless captain of the Californian, the one ship that reportedly failed to respond to Titanic’s pleas for help.

The truth is that Titanic’s victims did not die because rescue ships failed to arrive as rapidly as they might have done; the great majority did not even die because some boats were sent off half-empty; they died because there were never enough lifeboats to save them. Despite 25,622 questions over thirty-six days, the British inquiry failed to discover the real reasons why Titanic was allowed to sail with so few lifeboats on board. To do so they would have needed to investigate not only the civil servants who failed to recommend a change in the law — but also their political masters; the men with ultimate responsibility for the death of so many people that night.

Those politicians included one young up-and-coming statesman. He was the government minister with the ultimate responsibility for safety at sea when Titanic was being built; a man who would go on to become Britain’s most revered statesman and, arguably, the ‘Greatest Briton’ of all: Winston Spencer #Churchill.

Churchill’s illustrious political and wartime career has ensured his place in the history books. Few have ever considered his failure to act and the neglect of those in his care that characterised his role in the Titanic disaster. Churchill was repeatedly asked to ensure that ships like Titanic should have lifeboats for everybody on board. The powers he possessed as President of the Board of Trade meant that he could have changed the lifeboat rules with one stroke of his pen, rather than having to steer new legislation through the Houses of Parliament: he repeatedly refused so to do.
