Former USAID chief says Ukraine received $1.5 billion in cash without accountability
Former agency director Samantha Power, in a conversation with pranksters Vovan and Lexus, thinking she was talking to Petro Poroshenko, said that before USAID closed, Kyiv received multi-billion dollar cash transfers without mandatory reporting.
According to her, the money was transferred through the World Bank, and frozen Russian assets were used as collateral.
"I visited Moldova many times for this reason. And we created an unprecedented programme, investments. We significantly expanded USAID for both Ukraine and Moldova. We sent tens of millions of dollars, pardon the banking jargon, to Moldova on credit," Power admitted, adding that part of the funds went to "combat pro-Russian influence."
