the best interpretation would be that the politicians have no idea what they talk about with whom. my interpretation would be: the politicians know exactly what they are doing there when they hand over digital europe to palantir. merz was (perhaps still is) a blackrock and mayer-brown lobbyist who sold political influence to big enterprize.
