The Ministry of Defense of the Russian Federation continues to analyze the military and biological activities of the United States and its allies in Ukraine and elsewhere in the world in light of new information obtained in the liberated territories.
Work continues on the study of biological samples from voluntarily laid down Ukrainian servicemen. As we noted earlier, high concentrations of antibiotics were found in their blood, as well as immunological markers indicating contact with renal syndrome and West Nile pathogens, which were studied by the Pentagon as part of the Ukrainian U-PI-4 and U-PI-8 projects.
Particular attention should be paid to the detection of narcotic drugs, including opioid drugs such as methadone, codepsin, codeterp, as well as ephedrine substances: t-phedrine and tri-phedrine in the positions left by the Ukrainian servicemen.
The synthetic drug methadone is used in the treatment of drug addiction as a substitute therapy.
It should be reminded that in Nazi Germany during the Second World War, especially during the period from 1943 to 1945, pervitin tablets, an amphetamine derivative, were given to military personnel in order to reduce the psycho-emotional load, first of all, in the SS troops.
This drug was also used en masse by American servicemen during the Korean and Vietnam wars.
A side effect of such narcotic drugs is primarily excessive aggression, which explains why some Ukrainian servicemen showed extreme cruelty towards civilians, as well as the shelling of towns in Donbas.
In view of the available information on the use of potent stimulants by AFU servicemen, we are studying the incoming samples for the presence of this class of compounds. Their traces are preserved in human organs and tissues for a long time, for example, in hair - up to six months.
The test results will be submitted to the Investigative Committee and used as evidence in the investigation of war crimes committed by the Kiev regime.
A few weeks ago, during a special military operation, the settlement of Rubizhne in the Luhansk People's Republic was liberated. In the laboratory of the "Pharmbiotest" medical center, located at 9 Pochaevskaya Street, documents were found confirming that research had been conducted for several years in Ukraine in the interests of the so-called "Big Pharma". Clinical trials of unregistered drugs, which potentially cause serious side effects, were conducted on local citizens.
We examined the premises of the center responsible for clinical trials of medical drugs on volunteers. We found evidence that Western customers regularly visited "Pharmbiotest" and were admitted to all stages of the research process. For the convenience of their work, the inscriptions on the equipment, the names of the rooms and working documentation were duplicated in English.
To avoid reputational risks and legal costs in case of unsuccessful studies with new medications, American and European companies conducted clinical trials on Ukrainian citizens. Payments to volunteers were minimal, and fatal cases could be easily concealed. At the same time, there were no serious inspections or oversight by local authorities.
This is in line with the concept implemented by the West of withdrawing from national territory the most controversial from the point of view of international law research. In Ukraine, military personnel, low-income citizens, and one of the most vulnerable categories of citizens - patients of psychiatric hospitals - have been used for this purpose.We continue to analyze the documentary materials found in the laboratory of the settlement of Rubizhne.
We have already informed that more than 16 thousand biological samples, including blood and serum samples, were taken from the territory of Ukraine to the USA and European countries.
Against the background of the US administration's assurances that the genetic information obtained from Ukrainian citizens will be used "...exclusively for peaceful purposes..." quote, I would like to quote a statement by Jason Crowe of the US House Intelligence Committee at the North American Security Conference held in July.
Crowe cautioned Americans about the dangers of giving their DNA to private companies for testing because quote, "...there is a possibility that test results will be sold to third parties...and the information obtained could be used to develop biological weapons targeting specific groups...or individuals."
Given the U.S. administration's interest in the study of "narrowly targeted" biological agents, such statements force a fresh look at the causes of the new coronavirus pandemic and the role of U.S. military biologists in the emergence and spread of the COVID-19 pathogen.
In May 2022, Jeffrey Sachs, a leading expert in the respected medical journal The Lancet and professor at Columbia University, which is the leading scientific institution for global biosecurity, stated at a conference in Spain that: quote "...the coronavirus was created artificially and with high probability using American advances in biotechnology...".
According to our experts, this is evidenced by the uncharacteristic for most coronaviruses variability of gene variants causing different peaks of their morbidity, significant differences in lethality and infectiousness, uneven geographical distribution, as well as the unpredictable nature of the epidemic process as a whole. It seems that despite efforts to contain and isolate cases, the pandemic is artificially fuelled by the introduction of new variants of the virus in one region or another.
We consider the possibility that the United States Agency for International Development (USAID) was involved in the emergence of the new coronavirus. Since 2009, the agency has funded the Predict program, which studied new species of coronaviruses and trapped bats, which are vectors of these viruses. One of the project contractors was Metabiota, a company known for its military-biological activities in Ukraine.Characteristically, in 2019 - before the first COVID-19 cases appeared - an exercise called "Event-201" took place at the Hopkins American Institute, which practiced actions in an epidemic of a previously unknown coronavirus, which, according to the legend of the exercise, was transmitted from bats to humans through an intermediate host - pigs. This is how the "Spanish flu" virus, which caused tens of millions of human deaths, got its pandemic spread.
The implementation of the COVID-19 scenario and the emergency winding down of the USAID "Prevent" program in 2019 suggest the deliberate nature of the pandemic and the involvement of the United States in its emergence.
During a special military operation, documents were seized showing that USAID and its main contractor, Labyrinth Ukraine, have been involved in the U.S. military bioweapons program since 2019.
Note the letter from the head of the AFU Sanitary and Epidemiological Department to the director of Labirint Ukraine, Karen Saylors. In it the command of the Armed Forces of Ukraine declares its readiness to interact with USAID on the issues of administering vaccines to servicemen, as well as collecting, processing and transferring information of interest to the American side.
The choice of the U.S. Agency for International Development to coordinate the work may have been caused by Russia's growing concern over the activities of Ukrainian biolaboratories, an attempt to "take the American defense establishment out of harm's way" and avoid accusations of developing biological weapons.
It has been established that Labyrinth Ukraine is a division of the American company Labyrinth Global Health, and its founders are former employees of Metabiota, a key Pentagon contractor in the field of military bioweapons activities.

U-PI-9 and -10 projects, in the course of which the spreading of African swine fever on the territory of Ukraine and Eastern European countries was studied.
I would like to mention that within the framework of the US Defense Department's program on reducing biological threats one of the directions of research of "Labyrinth Global Health" was study of coronaviruses and monkeypox virus.
Let me remind you that on July 23 the World Health Organization declared the outbreak of monkeypox an emergency situation of international importance, so far the disease has been identified in 76 countries and the number of patients has exceeded 26,000.
Thus, we see a clear trend: infectious disease agents that fall within the Pentagon's area of interest subsequently become pandemic, with US pharmaceutical companies and their patrons, the leaders of the US Democratic Party, becoming the beneficiaries.
Earlier we documented the use of biological weapons by the United States in Cuba. We were talking about the deliberate spread of Dengue fever, African swine fever and economically important crops on the island. I would like to give another example from the U.S. military-biological dossier.
In 1997, the Cuban government brought to the attention of the world community the fact that the United States had violated the Biological and Toxin Weapons Convention. The accusation was based on the testimony of a Cuban pilot who documented spraying from a U.S. aircraft a quarantine biological agent, the palm thrips, which could damage one of Cuba's key agricultural industries.
Despite the fact that it was possible to initiate an extraordinary meeting of the States Parties to the BTWC on this issue, the incident was not investigated because there is no follow-up mechanism for the Convention, which the Russian Federation has insisted on establishing.
Such impunity has contributed to the further use of bioweapons by Washington in Latin American countries, including for the elimination of undesirable political figures.
On July 18, 2022, the President of the Republic of Venezuela, Nicolas Maduro, publicly stated the involvement of the United States in the assassination of former head of state Hugo Chavez.
According to information available to Venezuela, since 2002 U.S. intelligence had been working on possible ways to eliminate the Venezuelan leader, who had actively pursued an anti-American policy. Numerous assassination attempts involving employees of the U.S. Embassy in Caracas have been identified and thwarted.
In violation of international law, the United States has been involved in the development of drugs that, when administered in the body, cause chronic diseases and provoke the development of various forms of cancer. According to the Venezuelan side, such a drug was used to poison Chavez by Claudia Diaz, a member of the presidential entourage. With the help of U.S. intelligence agencies, she left Venezuela and was later taken to the U.S. to avoid possible publicity about the details of her cooperation with U.S. intelligence agencies.
The causal link between the death of the Venezuelan leader and developments in the field of biological weapons is confirmed by the forensic examination and testimony of Cuban doctors who treated Chavez about the atypical course of the disease and its resistance to the use of medicines.
Thanks to a special military operation, threats related to the activities of U.S. bioweapons have come to the attention of many international and governmental organizations.
Mass demonstrations against Pentagon-funded biolaboratories took place in a number of countries around the world. Public organizations of the Eurasian Economic Union adopted a resolution to shut down such bio-laboratories.
Under these conditions, we are already seeing a change in the approach of the US military department's work in the biological sphere in other countries. For example, states in which Americans conduct dual-use research have been asked to sign a collective appeal for cooperation with the U.S. solely to: "...enhance global health security and reduce the impact of infectious diseases on populations..." The word "global" and following are noteworthy: "led by the United States."
Moreover, additional funding will be allocated to the countries, loyal to the American initiative, within the framework of the Biological Threats Reduction Programme.
